LBNM accredits schools of nursing and midwifery throughout Liberia to offer basic and post-basic/advanced practice degree programs.
A person who has successfully completed a prescribed basic nursing education program from an accredited nursing institution; passes the State Board Exams; and holds a current valid license issued by LBNM authorizing
A person who has successfully completed a prescribed basic midwifery education program from an accredited midwifery institution; passes the State Board Exams; and holds a current valid license issued by LBNM authorizing him/her to practice.
Any person who holds a current license to practice professional nursing/midwifery and has satisfactorily completed a formal accredited advanced educational program which primary purpose is to prepare nurses and midwives for advanced or specialized practice for at least one academic year.
LBNM, headed by a Chairperson, serves as the legal power and authority, and sets the conduct, management, and policies of LBNM. The Secretariat, headed by the Registrar, administers the day to day operations and implements policies of LBNM to ensure professional excellence in quality nursing and midwifery education and practices.

Serve as the legal power and authority to regulate and monitor all nursing and midwifery education and practices.
Accredit all nursing and midwifery institutions in Liberia.
Register and license all persons engaging in nursing and midwifery.
Develop nursing and midwifery curricula, ensure adherence, and continuing competency.
Ensure compliance with all procedures and guidelines for the licensing and renewal of all nurses and midwives.
Determine disciplinary actions for violations of nursing and midwifery professional standards.
